Heat a wok or large pan over medium-high heat until very hot. Add neutral oil, then add sliced scallions. Cook, stirring occasionally.
Add ground chicken and chopped garlic, then season with 1 tsp Kosher salt. Cook, breaking the chicken up with a spatula or wooden spoon, until the chicken is fully cooked through.
Turn off the heat, then add soy sauce, the juice of limes, fish sauce, sambal oelek, and brown sugar. Give it a good stir, then taste and adjust seasoning, adding more hot sauce, lime juice, or Kosher salt, as needed.
Serve immediately in lettuce cups with thinly sliced red onion, fresh mint, cilantro, basil leaves and lime wedges on the side.
