Combine olive oil, orange juice, lemon juice, Dijon mustard, chives, salt, and pepper in a measuring cup. Stir well until emulsified. Set aside.
On a platter, place frisée lettuce leaves, separated into small pieces. Place micro greens on top. Add orange segments, sliced fennel, and jumbo lump crab pieces.
Drizzle the salad dressing on top, then sprinkle with sliced chives, chopped fresh dill, and a generous pinch of flaky sea salt. Serve immediately!
