Make the Marinade
Combine soy sauce, sesame oil, seaweed, ginger paste, mirin, and crushed red peppers in a large bowl, then whisk to combine
Toss with Marinade
Add tuna, cucumbers and scallions to the marinade. Toss to coat. Marinate for at least 60 minutes. Before serving, add avocado to the tuna and toss.
When ready, serve over warm sushi rice with any desired toppings.
